The speed of progress and whether or not you receive a duchy claim instead of county claim is dependent on the skill of the bishop. Another change is that it is no longer a randomized chance that rolls every year – there is simply a progress bar that fills up for the claim to occur. Instead of the Chancellor, it is now the religious leader that is used to fabricate claims. This is one of the biggest changes since Crusader Kings 2.
